The Demise of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are issued from various governments. Immense energy is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by current data. From witness perspectives, defense planes that had been deployed to counter approaching guided weapons flew past – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, probably delivered by Western nations. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly transforms into resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Following this, a large-caliber weapon opened up on a drone close by, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

With pauses, this continued until dawn. Kyiv greeted the morning news: several casualties, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those full day illustrated Ukraine's vital need on Western support – a need that European nations are demonstrably unable to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new initiative from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.

Strategic Calculations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
